Have you plugged in the adapter and keyboard when the PC was fully turned off? And turned it on once it had been connected?

PS2 to USB rarely works for me doesn't matter the OS

I'm using Logitech K100 almost 10 years and it's a PS/2 keyboard, and most my spare keyboard also PS/2, have no problem with Windows 10.

The adapter is cheap crap that needs A) a driver or B) is a knockoff of a real PS/2 - USB chipset and the newer drivers can tell its fake.

AFAIK the keyboard itself needs to be USB compatible for those passive plug converters to work. IE you can't grab some 30 year old original IBM PS/2 mouse and have it work with a passive adapter.

It should work no matter what. The keyboards I used from before USB was standard worked. A broken adapter is the most logical reason. I'm not sure why the OP responded "doubt it".
