Is Noctua NH-D15 a good cooling option for 8700K.

The CPU will be overclocked on an Asus Prime Z370A motherboard. If not then should I go for water cooled system? Which one should I choose for the same.

Can I get something that has Cooler height not more than 165mm? And Is Noctua NH-D15 a precisely correct option?

Yes, that exact cooler is amazing.

i5-8600k, MSI Z370-A Pro, 2x 8GB DDR4-3k, MSI Gaming X 1060, NZXT S340, 2TB HDD, 750w Corsair PSU, AOC 2775 OC'd to 80Hz and CFG73 at 144hz

My rig matches with your personal rig quite enough...... But will Cooler Master Hyper 212 be enough for i7 8700K?

Not really a reason to go with the 212. Go with the H7 if you want that price. Otherwise there is a list of great coolers.

it makes no sense this pairing, the i7 8700K is identical to the i7 8700 at stock settings, but runs much hotter as its a 95W TDP, the only purpose it exists is so you can overclock and get some more performance from it and then at that  the 212 is inefficient, so you are turning null the advantages of paying more for the i7 8700K over the i7 8700 by paying less on the cooler.

What is y our budget? Do you have any aesthetics preferences? Would you be investing in RGB ram that will be hidden under large air coolers?

Forgive me El Guapo. I know that I, Jefe, do not have your superior intellect and education...

Not gonna spend in asthetics..... RGB on motherboard is the only thing to look at..... My budget is 100k Indian rupees.

Not sure if 100k in Indian rupees can get you this, a black NH-D15S ??? It's sexy and all your friends will envy you.

Otherwise a regular NH-D15 will suffice.
