You should probably get a new gpu but if that's all you've got, it should work with your current system but I don't know if it'll overclock well. The specs sheet usually rounds upwards in power requirements because they don't want customers complaining about their dumb decisions. You can always try it out and see if it'll work--the worst that'll happen will probably just be your computer shutting off (just don't work on any important documents or something along those lines). Stress test it before doing anything serious and you should be fine.

Yeah 650W will be more than enough to handle it.

That depends on the rest of your system, but you're seriously pushing it. It's barely better than a modern Intel iGPU though, so if you've got any cash I'd suggest getting something newer (a 650 or higher) second hand.

True, but what else is in their system that is going to use the other 350W? CPU will likely be less than 100W so you will still have 250W of room for overclocking and I doubt you could overclock a GTX295 that far.
Unless of course they're planning having GTX295s in SLI, in which case 650W won't cut it.

As other have said, it depends on the rest of your system, it could be enough. But as mentioned, something used but a bit more recent would be better.

Do you already own the GTX 295? Also, how is the used market in your country? If you want to do some searching for cards that are in your budget (if you have one) and tell us your intended use, I'd be happy to help give suggestions on what things are worth. I'm sure plenty of other people would be happy to pitch in as well. It doesn't normally get heated like that. We don't always agree here, but the even so multiple view points are always good.
