Low Power Mini ITX Xeon Transcoding Build?

I want to build a Xeon NAS that can do Plex transcoding with a Mini ITX form factor. I really like the Lian Li PC-Q25 case. What motherboard and processor should I go with?

Why go xeon? Depending on the power you need, why not go with a Pentium G4560 or an i3 8100? Maybe even Ryzen?

I checked those out but then I came across the Intel Xeon E3-1240L v5 with a 25W TDP. It beats the others out in terms of performance and TDP, am I correct?

If this is for plex then get a chip that supports quicksync.  6700t / 7700t (8700t when available).

 

ASRock H270M-ITX/ac - $100

7700T - $300

Corsair LPX 3000mhz 16GB kit - $200  (pick whichever ram you want)

 

This would serve Plex much better than an E3 xeon.
