Also, i'm positive you cannot get anything decent sub 40$, nothing with DirectX 11 support at least

There aren't any good ones, and you can't really get many for under $40 from retailers only off ebay so it doesn't really suit your criteria either

 

if you go second hand you might get a GTX 750 or 750 ti within you budget

you can get EVGA GeForce 210 Passive 1024 MB DDR3 which is pretty dumb, nothing else for 40$

here i pulled 6870/6850 randomly out of my head but now it's starting to look like the actual answer lol.

if you bid you could do a 6870 or a 6850 for under 40 maybe.

5450s are really crap, I pulled one out of my parent's old computer, it has the tiniest heatsink i've ever seen and it's from the year 2010

You could POSSIBLY get something like a GTX 470/480 for 50 bucks. Maybe. But you'd need a good PSU and to ideally be living in a freezer so it doesn't melt itself.
