I am wanting to clean my CPU before installing the cooler and i am wondering what the best material is to clean off dust (No Thermal Paste)

I have heard hankies are not the best, because they leave micro fibers on the CPU

So what is the best material to clean a CPU ?

Even without thermal paste i like to use some 99% isopropyl alcohol with some toilet paper. After that i just wipe it with a microfiber cloth if necessary. Usually the paper doesn't leave any residue.

I use isocol with toiletb paper then a microfibre cloth I got with some sunnies for the final clean

Typically alcohol like isoproyl stated above is what is used. It's cheap, a couple bucks at a grocery store. A paper towel or a coffee filter both work. Don't use toilet paper.. It puts to many paper particulates all over it. Dab a little alcohol on whatever you use, and just wipe away.

I use toilet paper with pure alocohol on them, it work good!

I use toilet paper with alcohol for most of the wiping and a swipe of a lint-free cloth to get rid of the last bits.

Coffee Filters with isopropyl alcohol (preferably 99%)They are made to not leave microfibers. 

This Ii use. I bought 91% from my store. 4$ and works great

Isopropyl alcohol and a lint-free cloth will do just fine. You can use TP as long as you do a final wipe with a cloth before you're done.
