Updating steam games maxes drive to 100%

I have a 1.5GB update on a game. I hit install and it starts out fine but then that little green line showing the disk slowly goes down. I opened up task manager and the drive was being maxed to 100%. I pause the download and it goes back to its normal 2%. 

 

There is no anti virus (besides windows defender) and my computer uses a 500GB SSD That isnt even half way full

GPU-  EVGA GeForce RTX 2070 SUPER XC ULTRA
RAM- CORSAIR VENGEANCE RGB PRO 32GB 3200Mhz 
PSU- Cooler Master MasterWatt 650 Watt
HDD- WD Blue 4TB
SSD- SanDisk Ultra II 500GB SATA III
Case- Custom Made Desk
Motherboard- ASUS ROG Strix B450-F Gaming

Microphone- Blue Snowball Ice
Headphones- Razer Nari Ultimate
Webcam- Logitech c270
Monitors- MSI Optix MAG24C and Acer KA240HQ Abid
Mouse- Corsair Nightsword RGB
Keyboard- Corsair K95 RGB Platinum MX Speed

This could be because of task mangier

Task mangier is kind of bad at viewing system resources

high drive access will show up as 100% usage in the task manager, it's "normal", as @v0nn_toaster said, task manager isn't the best at displaying system ressources usage

Okay, but steam can't install anything because it maxes out to 100%, the estimated time just goes away, and it crashes

Ah, that's different from what you first reported. If Steam crashes then it might be something else. Not sure where to go from there.

Verify the game cache to make sure that steam isn't looking for a file that doesn't exist to place the update into.

I had an issue like this maybe 5-7 years ago I think.  Do you have your SSD drivers installed?  I had issue with my Samsung boot drive until I installed their driver suite.  If that's not the issue try a reboot, if that doesn't work reboot again, win 10 is garbage and weird issues persist even through reboots on this os, assuming you have win 10 that is.

Not an issue.

Basically it's installing the patch which well max out the drive.

Happens to me all the time with certain games.

Had a 25MB patch that maxed out my hdd for about 5 minutes once.

He says it's crashing steam though.

Ah missed that. Is it only one game?

If so it could be corrupted, you could try reinstalling the game.
