Streaming comes down to internet upload speed as well as hardware. 

 

I suggests you check your upload speed first to gather what video bit rate and resoultion would suit your needs.

I don't do a lot of streaming myself (only dabbled about) so don't 100% take my word for it but I think it should do alright, have a look online to see what other peoples mielages are with those cpu's.

How could you answer his question without knowing his upload speed? He can have the best pc in the world but without enough upload, the stream will be unwatchable

I was just talking on a hardware standpoint which is what he asked, I presumed since he said he liked to stream that his internet is good enough to stream. But you're right I should clarified that I was just talking on a hardware stand point.

you can stream fine, just need to configure a bunch of settings over time to get the best settings for your build. Also you would need to see what your upload speed is for higher bitrate.

i5 8400 would be perfectly capable of 720p60fps streaming most of the time, maybe only the CPU intensive games like AC:Origins might show slow downs but overwatch, cs:go, most e-sports will work flawlessly... PUBG might give some headaches though.

 

To make it simple the i5 is sufficient to stream but not as good as the i7 or even a ryzen 7 when we think the more demanding games CPU wise.

Get a 1600 and a ~100 dollar b350 motherboard. But really, you can stream 720p60fps with light games on a core 2 quad q6600 and a 750Ti.

The ryzen 1600 has 12 threads which means it will most likely perform better in cpu intensive game when streaming but the i5 will get you a better gaming experience overall due to the higher clock speed and better single core performance. Remember though that the 1600 is unlocked for overclocking if you're comfortable with that where as the i5 is not so the ryzen could probably get very close to the i5's performance.
