What are the specs and what is the chassis?

EVGA and Corsair both have some bad units in their line up, can't really recommend the brands as a whole there. There's very few that you can do that with.

CX450M is running about $20-25 after MIR right now. Would be perfect for those specs.

Aerocool DS are the best fans you've never tried.

If you live in UK and want it silent and cheap:
be quiet Pure Power 10, 400W and more.

The ~6 Pound less for the Xilence Performance A+/430W isn't really worth it, IMO (only available from Alternate.co.uk)

Seasonic as well...

S12II-Bronze (620W and below) as well as other units based on groupregulated plattforms like that.

And also stuff like Seasonic ECO, ET and much more...

Yep, agree.

Though Xilence Performance A+ is also not bad.

But also the ~6pound more for the Purepower isn't really worth considering, in my oppionion.
