Photoshop, if you have some bucks to spend. You can also buy a year(or so) long plan with monthly payment option. Or Gimp, it's for free. Pretty powerful and you can add brush like effects ;)

I use Krita, it works brilliantly for me at least. It's for painting, if you want to do editing for free then try GIMP.

Brush tools didnt add brush like effect in photoshop I use CS6

I want to manually paint the image with a mouse not a photo filter

I want something that can add effect like this with a brush tool or something similar with each sweep

You don't use mice to paint you use one of these:

Even professionals can't do "shit" with the mice :P

Generally I would recommend Krita for digital painting. Free program which works just great. All the others mentioned are also options, I just don't think it's really worth the money when you can get a great program for free too.

If you want more info, I have a thread about digital art programs in my signature.

And as mentioned before, you will want a drawing tablet for.. drawing. You can technically draw with a mouse, but it usually ends up being a one way trip to carpal tunnel town. Wacom is the industry standard, but Huion for example has some cheaper options.

I personally use Clip Studio Paint myself (You can usually find it on sale for $15), but other popular software like Sai, Krita, Gimp, Photoshop and Paintstorm Studio are pretty popular.

Yeah, you definitely need a tablet for sure though.
