i am still specing out my build but i plan to use the NZXT 340 case with G Skill RipJaw V Series 2 x 8 GB ram, and an 1080ti my buget is about 200ish dollars,

A NH-D15S would be plenty of cooling: https://ca.pcpartpicker.com/product/xCL7YJ/noctua-cpu-cooler-nhd15s

Adding a pair of 140mm's at the front for intake along with the stock top/rear exhaust would be good if you don't find them too loud.

NF-P14S or NF-A14's would be excellent.

I am wondering what would be some good options to cool an i7-8700k. I would like to be able to do some overclocking without thermal throttling, so an good cooler would be idea. Also any recommendations for fans would be great.

Thanks

Hyper 212 Evo those are pretty great. They are my go too for anything CPU cooling related. Should be able to overclock provided with the right case and airflow Good luck!

if you are going to be conservative on over-voltage, the air systems from noctua (nh-d15/s, nh-u14s).

if you feel you need to be heavy on voltage usage, then might consider other means.

It will only be my second time overclocking, so i'm not looking to break any records, so i don't think I will need anything to extreme

What case and ram are you using?

Budget?

Are you asking for case fan recommendations? If yes, please list your system specs.
