New PC Build not running optimally

I'm noticing my new PC is not running games at nearly the percent they should be. I've been testing this in League of Legends and I may get 90 FPS at most with the CPU being around 25% and the GPU at 15%.

 

I used the same build as his Ryzen 5 1600 Build Guide:

 

Ryzen 5 1600 

MasterLiquid Lite 120

8 GB Vengeance LPX 3000MHz RAM (The other 8GB stick was defective)

Phanteks P400S

ASUS X370-Pro 

EVGA Supernova 650 G2

EVGA SuperClocked 2 GTX 1070

Seagate 1TB 7200 RPM HDD

There are a lot of things that could be causing this. A v-sync enabled setting in the Nvidia control panel, there are now like 3 types of (V-syncs)/frame limiters in most games these days, I know overwatch has 2. It could be that LOL can't utilize all the cores of the 1600 as well. Also, a single stick of RAM will negatively affect performance on Ryzen.

 

Anyways, 90fps is not bad. That's actually quite a high frame rate. What is your monitor and what are the games settings.

I have an AOC E2752S. Nothing too nice. I'm running at Max settings at 1080p but why is it only 90 when the GPU usage is so low...

Yeah. I am currently in the process of waiting for the new RAM to come in.
