Hi, i need help.

My CPU intel I5-10400F Speed is stuck in 2.9Ghz where the turbo/boost speed is 4.3Ghz according to the specification.

i play any game the speed still the same. i run intel processor diagnotic tool nothing show

after i check on HWInfo the Turbo Speed is 2.9Ghz which is base speed. i haven't edit anything in bios setting all is default. 
CPU : I5-10400F
MOTHERBOARD: MSI H510M-A PRO

In the CPU settings if the bios, are you manually able to set the clock speed to any value? You could try setting it to a number slightly lower than the real turbo speed, like 4.1

i tried change the frequency to 3.3 in the bios. the windows it still show 2.9Ghz and i checked hwinfo it 2.9. but when i checked the bios again it still on 3.3,

HWiNFO shows that Speed Shift Technology (SST) is disabled. Go into the BIOS and try to enable this. Windows 11 uses Speed Shift to control the CPU speed. Windows seems to assume that if you are using a recent CPU that Speed Shift is enabled. 

 

Try running ThrottleStop. Make sure Speed Shift is checked in the TPL window. The ThrottleStop main screen should show SST in green just like HWiNFO will show when Speed Shift is properly enabled.

 

Post some ThrottleStop screenshots if you are still having problems. Include the main window, the FIVR and TPL windows. Look in the Limit Reasons window for any reasons for throttling. When the turbo power limits are set too low, that can also disable Intel Turbo Boost. 

 

Open the Windows Power Options and make sure the power plan you are using has set the Maximum processor state to 100%. A setting of 99% or less will disable Intel Turbo Boost. 

 

Are you using the latest BIOS version? Did you install any MSI control software? Uninstall it and reboot if you did.
