How well would this motherboard support water cooling with the 1700 chip?

Don't do it. I'm running my 1700X at 1.2V and it's fine. Bump the voltage up to 1.38 (what you're going to likely need for at least 3.9 GHz) and the VRMs get to dangerous levels of heat in a couple of minutes of load.

 

VRM is a 4+4 and the heatsink on the Vcore VRM barely dissipates heat. If you can afford to watercool an octacore then get the next step up - the X370 Pro. Has a 6 phase and can handle the heat output much better.
