Thanks for the advice.  Seems like everyone agrees with the overkill of a 16GB of RAM.  I'll tell him to drop it down and invest on a better GPU instead, right.  And save some for the motherboard too.  But the ASUS he chose is on sale for $100 as of now.

Yes, the stock cooler is fine for a ~3,8GHz overclock.  

Getting the CX550 should be fine considering it's half the price.  And that should be okay for a couple upgrades down the line?

Yes, it should be fine, even for upgrades down the line. But the Focus Plus is a much nicer unit. And keep in mind that the $30 is just a 3% difference in the cost of the build overall.
