I need a switch that can turn 1 of my case fans completely off/on

Title pretty self-explanatory. I've found the ZALMAN FanMate to be a pretty cheap fan controller, but I don't know if it will turn the fan all the way off like 0-100% or more like 40-100% if you catch my drift.

Any help greatly appreciated.

As far as I know, most of them are 20% - 100%. Why? Because fans also have minimum working speeds, especially one with LED's. All I know, my NZXT hub goes from 20% to 100%, and only way that I could turn off my fan was to just disconnect it.

The output voltage is 5v - 11v +/- 2% so ~40% for the minimum when using 12v fans.

PWM fans and mobo which allows 0rpm on PWM headers would be one option. Or DIY switch to fans power wire.
