Been a while,  sold my old build now I've got an old out of date dell xps 400 with a LGA775 socket currently running a Pentium d 820 wondering if its worth upgrading since I'm limited to 4gb ddr2 ram or if I should just build a new PC opinions?

If your board supports Core 2, you could pick up a Q6600 for $10 off ebay. That'll keep you running until you can build something newer.

Edit:

It has a 945P chipset. It'll support Core 2 Duos from the Conroe generation, 1066FSB. Your best option is probably an E6700. Pretty slow but miles better than that Pentium Derp

Yeah, upgrade to anything you can on the 775 platform (if you are like very very tight on a  budget). I have a C2D E7600, which I can't overclock because everything works except CS:GO...

Covfefe lake is so worth upgrading to. Even if you go to the budget i3-8100, you'll still have 4 PHYSICAL cores, essentially on-par with 7th gen i5-7500. If you really want to upgrade, then the i5-8600k has 6 cores this series.

Gaming Desktop: ASRock Phantom Gaming X, R9-3900x, 64GB RAM, 1.5TB SSD

NAS Box: Gigabyte Z97, i5-4690, 32GB RAM, 22TB, 1TB SSD Cache.

Very slight detail: You can't find those chips in stock anywhere, and only z370 boards are available.

That 8350k is 266$...

And the issue of having to buy premium boards is still present. You're forced to buy a 100$+ board with your 130$ locked chip.

It doesn't make sense to pay 260$ for a cpu+ board combo when you can get a 200$ R5 chip and pay slightly more for a b350 board.

Fair point. It'll probably be worth the wait tbh.

Personally speaking with the Ryzen 3 and soon enough Core i3 CL processors on h310 boards releasing January being so much more powerful than these 10 years old LGA 775 offerings it hardly makes sense get such old used hardware when brand new stuff pricing is fairly decent for much better performance and compatibility.

I am planning on a build using the ryzen 3 1200 but while I save want to at least make this pile run a little quicker and since I'll be ordering a video card first for my build figured I'd upgrade the CPU in this one so I could at least use the video card and try to at least run a couple games lol
