Can i put dual 980TIs on this board with a RYZEN 1600 CPU?

That's a pretty dang good deal, you'll absolutely need to go ATX for SLI though.  I recommend reselling one of them and getting a better mATX mobo like the B350 TUF

Reasons why multi-GPU sucks:

-more heat

-more noise

-more power consumption

-issues in some games unless you disable it

-most games do not support it, so you only get the performance of one card

-bad or mediocre scaling in games that do support it (not anywhere near 2x improvement)

-more cable clutter in your pc

-have to reenable SLI every time your drivers update, and if you forget to do so you only get the performance of one card

-lower resale value since they are older cards

-lacking newer software features of the 1000 series

-new driver releases are optimized for the 1000 series and will usually not improve much on older generations
