ethernet is a wire and protocol, not much to do with your internet. 99% of the time your problem isnt ethernet.

your router could be terrible. If you are on wifi it could also be that too.

39ms, less than 10Mb/s and less than 1Mb/s upload in EU is terrible unless you're in some remote area far far away from civilisation. its not much to do with your bandwidth but lag in fps games is usually caused by either a bad ISP, a bad router or a bad PC. a bad router is easy to fix, simply get a good one and use QoS if there are others around. a bad PC just means you need faster components. a bad ISP just means a call to them.

 

also i dont like the people who usually play games like dota 2, lol, cs go. So many whiney kids and you sound just like one of them. Just how old are you?

I guess I'll try changing router but is there any way to check if it's bad?

dial up is when your internet bundle is connected to your phone line, in that case, anyone using the phone (land line) the internet connection is going to suffer and if your modem is on then any calls you make (on land line) is going to get "distorted"... that's what i remember anyways

inspect it's current state:

      - is it beat up?

      - does it look old fashioned or just dirty and dusty?

      - does it get very warm after being on for a while? (if it's in a cramped place like behind a cough or dresser for example then try to relocate it to a more open location just so it can cool down efficiently)

      - does it switch off from time to time?

 

i know that this phrase is kinda overused but did you try turning it off and back on again??
