Will upgrading my GPU and Ram help my CPU run games more efficiently?

Correct. That and component quality to ensure SAFE power delivery. This is why i always recommend never to venture near full power output on any PSU of any quality as we are talking about a LOT of amperage in a catastrophic component failure. It's one thing if a cap goes bad when it's not doing much, but it's quite another when it goes bad at full load. The difference can be from a small pop to a fragmenting explosion.

Your most likely won't need to upgrade your PSU, the Ryzen 3 will eat less processing power, just do a quick google search to compare your GPUs.

The ryzen series CPU are very power efficient, I would be surprised if you needed to upgrade. You can plug all your parts into pcpartpicker,and it will tell you the total wattage needed. The number it gives you is a on the high end of things, so if as long as your total wattage needed comes in under your psu' rated maximum wattage, you're okay .
