I cant remember if true but is it correct that buying a first party Microsoft game allows you to play both on PC and Xbox with a single purchase?

Certain xbox play anywhere games like forza horizon 3, but not everything.

Some games you can. Forza horizon 3 and Forza Motorsport 7 are play anywhere but make sure you check the specific game first.

Depends on the game. It should have a sticker that says "Xbox Anywhere".
