Have you re-installed steam?

The default is to display downloads in MB/s instead of Mb/s

Go to Settings > Downloads > Check "Display download speeds in bits per second"

So I pay for CenturyLink 20MBPS internet and using CAT 5e I'm getting speeds of 2MBPS on steam but one of my DSL ports is blinking is not solid and that's not good either. So I ran an Ookla speed test and it said I was getting 15MBPS but I remember before when I was downloading games on Steam I got around 18MBPS. so I tried using ROG GAMEFIRST IV makes everything worse, so if you can show me how to use ROG GAMEFRIST IV or set one of those QoS Settings that would be great!

Are you sure it's 20MB/s and not 20Mb/s you pay for? 

 

Most ISP's advertise their speeds in Mb/s

Your connection is a 20 Mb/s connection, or 20 megabits per second, which is roughly equivalent to 2.5 megabytes per second. You can see in your second screenshot that your down speed is 20123 Kbps. Sorry, but DSL is very limited in the speed that you can get up and down. QoS will not really do anything to help you at this point. You're lucky to be getting most of your rated bandwidth though. Research other companies in your area, or speak with CenturyLink to see about other packages that they may have available.

Ookla usually measures the highest sustained speed that you can have depending on the site it's measuring from. I for instance can get about 200 Mbps download on my home connection even though I only pay for 110 Mbps. There is some BTS trickery that's going on too because some companies, like Xfinity/Comcast offering much higher burst speeds. Also, depending on how your ISP has their QoS services set up, it may or may not limit your bandwidth further.

Um I am a tier 2 DSL tech and I have around 500 20Mbps DSL customers. Its very common. You can achieve 20mpbs around 1-1.5km out from the demark. I even have quite a few customers on ADSL2+ that are on 25mbps and 28mbps.

If you actually read the topic the OP stated his DSL speeds we're 20 Megabytes per second not 20 Megabits per second. Which DSL can't do.

I misread yours. 

 

But you can easily get 160mbps with VDSL2+ if you are like a few hundred feet away from the demark. Way less common lol

ATT can't even do 6 Mbps in the city I live. I live in the down town area on top of that.

Either really shit copper or you are like 3 miles away from the demark. Youll be surprised how bass ackwards some phone lines are ran.

I think the CO for our area is at Detroit Metro Airport. I see signs for it any way at the Employee entrances to the Airport. To be honest. They recently removed all Internet and Voice options from our address at least. But I can tell you that by the airport and in the down town area they could barely to 6Mbps. Im guessing really shitty lines. To be honest, when we had our siding redone, we removed the Dmark for ATT from our house. The Line for our house is coiled up hanging on the utility pole.

Never. DSL is a dead tech. Thats why AT&T and Verizon are stepping away from their copper on the poles and going Fiber in profitable areas or Wireless LTE in other areas.
