Smartphones around $300

What's the best smartphone that I can get for that budget? Aside from good specs, I want it to have an active development community as I like to mod my phone.

nexus 6p, Nexus has one of the biggest development community of all of Android, galaxy phones are also huge, galaxy s7 would be good, Honor 8 has a small community but good specs.

Not sure on the modding but I'd go for the Axon 7.

you could look for huawei phones, they usually have excellent build quality. Only problem is software but you could root or use another launcher like google's. The mate 9 series has good reviews.  Maybe onplus 3/3t as they are probably heavily discounted now. This space is very competitive as companies are driving prices down and they're bringing good specs down range, so you're bound to find some good stuff. Maybe look for the 4th of july sales at your local stores.

agree with this. Although not sure it the 7 is available everywhere. Maybe im wrong but they released the phone in china first

I second this. A 32GB 6P can be picked up used on Swappa for around $300. The other nice thing about the 6P is that it works on all US (if you're in the states) networks.
