Anyone know about SD Gundam G Generation Genesis on PS4 and Vita?

I got a Vita copy that thankfully has English text but I'm confused about a few things in the game like how to recharge the energy on White Base in the second MSG level against Garma.

 

Or if I need to fill a unit's get gauge in a single mission?
