craigslist is a good option. you can ask them to show you that its working so you dont get any bad parts :) also its a lot harder for people to lie to your face than over the internet on sites like ebay

I'd suggest getting an off lease pc from a store and chuck a gfx card and upgrade the RAM, you get a warranty too that way. I got on sale an i5 4460 with 4 gigs of ram for $200NZ or about $150US. Graigslist is also a good bet, plus you can find some good deals sometimes.

I cant verify personally that any sites are trustworthy because i use ebay and craigslist. If i get scammed on ebay you can always open a claim on paypal and you will get your money back within a month.

you just get a better price to performance ratio with used parts. If you want new parts though, then there is that option, you just wont get as good of parts.

worse scenario you may have to update bios due to the CPU being newer. you probably wont have to

Basically SOME (not much its been a year) motherboards will need an 6000 series processor to update the BIOS to run the newest 7000 series.

Seriously OP, spend the extra $100. If you want to go SUPER BUDGET scrapyard wars the thing. Find some random ass case, you can usually talk people down on used PSUs, just double check that it is a good one. Instead of $90 on a GTX 1050 you could find a GTX 780/780Ti for $100-$120 which would be WELL worth it.
