Can't overclock over Core Clock 100 MHz and Mem clock 400 MHz

I own a evga gtx 970 SSC ACX 2.0. I have seen overclockers get clock speeds over what I have posted. I have checked temps and max I get before it crashes or stutters is 84C. I do not think temps are an issue. For a motherboard I have an Asus Z170 Pro Gaming. I do not think that matters but I will post it anyway. I tried upping the voltage with no success. Is there any other problem I am not noticing or some fix that is not obvious to me? MSI afterburner is my OC Software.

I would suggest setting the fans to run faster, bring the temps down and see if you can get any more since gpu boost 2.0 would limit the frequency at higher temps, somewhere around 80C...
