Decent PSU around 30-60

I'm looking for a cheap PSU since im on a budget and I need one that can handle some overclocking (planning to use a 2600k hopefully running around 4.2-4.7 ghz) and it would be a nice have to have it be modular or semi modular.

You can try the SeaSonic - 520W 80+ Bronze Certified Fully-Modular.  It looks like it is the cheapest fully modular power supply and SeaSonic is a good brand.  I'm running a 620W Seasonic power supply in my media server.

SeaSonic G 550W 80+ Gold Semi-Modular or Corsair RMx 750W

So this can handle a 2600k around that frequency and have extra headroom for a decent gpu?

The best way to check is to go to PC Part Picker and put in all the parts you're using.  They have a power calculator to let you know approx how many watts your parts will need.

as long as it's a single gpu system then yeah, it should manage just fine. The m12ii evo is decent quality and shouldn't give you any problems

The Corsair CX 450M/550M, Corsair CX 450/550 (Not modular), Seasonic M12, Antec High Current Gamer Modular, Fractal Design Integra M, Fractal Design Edison M are often fairly cheap and all are very good.

its also worth noting that right now on newegg the 620w version is 39.90 USD after 20 USD rebate.  You can't get a better PSU for that price if you ask me.

Honestly I try to avoid the M12II and S12II because its a older group regulated design. I prefer EVGA B3.
