own Rx480 but probobaly switching to 1060 Help

Well, card temps/noise are also dependent on the cooler -- not all 1060s run cooler/quieter than all 580s. You can argue room temperature, but a single 580 vs. a single 1060 isn't going to have a drastic impact especially if you have any form of AC. And in terms of power consumption, you're talking about a 60 watt difference over what will probably be less than 4 hrs/day, which would cost like $12/year.

Like I said, I dont care about the difference in power bill.

With the exact same cooler, the gtx1060 will always be quieter and cooler than the rx580.

And its not normal to have AC in every country.

I'd get whatever card is cheaper. The 1060 or 580... Pray the card is not a POS, that's all. I've had better luck in games with Nvidia. The only really good AMD card I had was the 7850. It's obsolete now and my GTX 970 really showed me how much better of a card it was but that 7850 overclocked like a beast.

WHY? It's still an awesome card. It's not like switching over to a 480 will yield noticeable gains (or in some cases, losses).

I'm not going to switch now.  I'm just saying I wish I'd done things differently.  I can't imagine I'll ever be able to afford a G-Sync monitor, but I could have bought a FreeSync one.

EVGA is the best, get the 1070 ACX for $350, it's definitely worth it!

EVGA and MSI are both excellent brands.  Just make sure you buy a card with at least 2 fans.  The single fan ones overheat.

Do you have another GPU? I mean, I wouldnt just go buying another GPU after witnessing the SAME exact issue with two different GPUs, there has to be some underlying cause to it. What is your PSU btw?

i tested with my old gtx 760 it worked fine

its a nox hummer 650w
