If I have a 4k monitor and want to play in 1080p I will have the exactly image as a 1080p monitor? i will have more HZ in lower resolutions? 
or 3440x1440 in 2560x1080...

It should. It usually depends on the program and scaling itself. Otherwise, it should look and feel the same.

 

3840x2160 is exactly double the height and width of a 1920x1080 frame and the pixels should easily convert 4:1.

Frame-rate should increase, but don't expect 4x the performance.

FPS, yes... mostly.

Image... depends on circumstances. Assuming the scaling works perfectly without causing any blur then it comes down to how big monitor you have.

At 24" or less it will be nice, 27"-28" will be acceptable, above 28" it will be quite bad.
