If you have an AMD/Radeon graphics card, I cannot recommend this monitor enough. I have a Dell SE2717H monitor I just picked up last month from Staples for $159 and absolutely love it. It is only 1080p, but it has 27" IPS panel with AMD FreeSync at 75 Hz refresh rate.

Unfortunately I can't find a good IPS Dell or BenQ monitor with your budget. That best I can find is this one but it has a 12ms response time (though you won't notice it if your eyes are not fast enough xD)

I don't know their features as I never own them before. For 21 inch, 1080p is fine
