Is My GPU Broken? Help Me Plz

So I was messing with stuff in "AMD Settings" and I turned up GPU clock, GPU memory speed, AND GPU fan speed. I think if i could just get into the settings i could lower them, but the thing is when I try to start up my PC it gets to the sign into user area and then restarts itself.  I have a R9 380 4gb, and idk what to do. I deletes AMD Settings in  hopes the settings would go away but that did not work. I can only use my PC when i take out the GPU. everything else works fine. BUT when i put the GPU in and start up windows, after my PC P.O.S.T.s it Revs up to MAX GPU FAN SPEED, then it restarts. Anything at all will help!

Could you boot of your iGPU and then change the settings to stock?

I love computer hardware and feel free to ask me anything about that (or phones). I especially like SSDs. But please do not ask me anything about Networking, programming, command line stuff, or any relatively hard software stuff. I know next to nothing about that.

My guess is that when it boots into Windows the GPU core and memory clock go to whatever he set it to and it just crashes every time xD

Which model do you have? Some of them have dual BIOS, and you can switch between them with a little switch at the top of the GPU.

in theory booting in safe mode should work, because the amd drivers will not be loaded.

Take out your gpu, then ddu and reinstall. BTW my friend tried +800 MHz on his 1060, it crashed immediately

If it is win 10, its very hard to boot safe mode directly from power off
