It's a 120mm AIO that isn't from the best of brands, cooling an overclocked i7. It's going to get hot.

Thermal paste should techniaclly be changed every half a year, so doing that after 4 years of usage will definitely help a bit, but it's probably going to run rather hot still.

Which technical manual did this information come from?

Could be that the TIM between the die and the IHS isn't that good, and a delid could solve the problem. This was a relatively common issue with Ivy Bridge and Haswell (not Haswell Refresh) and the only way to solve it would be a delid, which is a bit complicated and if done incorrectly could brick your CPU. You could try switching the thermal paste out but if the temps are still bad that's probably why. :/

I can't say for sure, but if I'd take a guess I'd say with a full AIO and a 3770k at 4.2 ghz it should be in the 70s.

No, it's not "normal", but many factors play into your CPU temps.

What is you ambient room temp?

If you are in a warm room combined with the fact that you're using such a small AIO, yes you can definitely get temps in the 90s when encoding videos.  I wouldn't want my CPU operating under those conditions during long encoding runs.  That's coming from a guy who doesn't mind beating the shit out of a CPU every now and then. :)

It's just a figure of speech. Besides the lifetime of a paste depends on the make so it's just a guideline. I don't change mine nearly as often.

I had a strong feeling that you weren't being literal.  I just like to clarify those things for those less experienced who may be reading this stuff.  They see "technically" and "every half year" and you'll have inexperienced guys ripping off CPU cooler every 6 months when they may not need to.

Agreed.  Make, operating environment and application to name a few.

Perhaps the unforunate choice of words derives from the fact that I'm not a native english speaker and in my first language "technically" more often than not is used with a sarcastic vibe.
