PCI video capture card, how to choose?

Hello.

I want to buy a video capture device.

I heard that PCI cards are better then usb video capture devices, but I don't now what is the best for my usage.

I just need it for streaming a camera and my pc screen, don't need more then 720 for resolution.

 

Can  you help me?

tbh i wouldnt call pcie based ones necessarily better, mostly because with the cheaper stuff (like elgato) drivers sometimes like to go haywire, and you cant really *just unplug and plug back in* a pcie card without turning off your system, and whipping out a screwdriver.
