Probably is the PSU problem. The GPU isn't getting enough power.
Don't cheap on PSU. Your whole system can be damaged

Check for overheating, any blue screens?

If not definitely a PSU issue.

Would recommend a seasonic s12g or evga g2 :D

Second I saw this I knew it was the problem.

Makes no difference. Your PSU is struggling to keep components powered. The cheap capacitors and rectifiers inside the PSU are probably at peak capacity trying to power your system while gaming.

any recommendation on PSU?

You'll be fine on a decent 500W PSU. If you want to save some money, a Corsair CX500M will be sufficient for your current build.

Hahah once a point in time, a video was circulated around the web for the CX series. Should go look it up, its quite hilarious.

S12G series, gold.

or EVGA B1 550w at minimum.

Any lower you might as well remain using the one you have right now.

I have a lot of disdain about the CX PSUs too, but for OP's use they are light years better than what he has.

3 dollars more than it's 500w counterpart on amazon.

Solid deal at 50, only gripes is at the cable sleeves are pretty bad.

That video was probably made about the CX PSUs not the New CXM PSUs which are significantly better.
