pc restarts under stress tests

no over heating issues but it restarts im wondering if my psu doesnt have enough power i have gold 650 watt evga

What are your specs.. Those temps are really low.

Your PSU undoubtedly has enough power unless you are running quad crossfire 290x's and a 5960x (or somthing stupid along those lines), which I highly doubt you are. I think that the psu itself is just plain bad. Try borrowing a friend's psu and testing the system if you can to see if it's really the psu, or return it for another just to be safe.
