My GPU playing up or something with display? Weird green artifacts

When I play csgo or overwatch I have been noticing green flickers along the edge of things like buildings for example. I don't really know how it happened and since this is a fairly new PC build and my first time using an AMD GPU, Im not too sure on how to fix it. Please help!It isn't really affecting performance, it's just some weird colours showing on my monitor and it's probably my GPU... The attachment shown is what im experiencing. It's happening on my pc in general, not just in games but it's more significant in games.

does it go away with a restart? Sometimes I get something similar and a restart will fix it for a while. I think it is a driver issue. I have had it with both my 770 and my 1080.

If uninstalling driver doesn't fix this, then it is the monitor.

 

If you have another gpu or monitor to test, this would be much more easy to find out what has problems

There is nothing on the MP4 you listed, so it is a monitor or GPU problem.
