I would honestly save your money and build an actual computer instead of some cheapo that will eventually die and you'll have to spend more money in the long run upgrading every single part in it.

i wouldnt bother buying/making a computer with that low of a budget.
just hold onto your money or buy something like a nexus 7 2013. youll at least be able to play lots of android based games. whereas a pc like that u might be able to only eatch videoes and type word documents -_-

Put that money into a savings account….and keep putting money into that account so someday you can buy something that is worthwhile.

best option for you is scouring used parts for cheap deals or even full used pc's

You running the 990 board? I created a post last month or so about all the issues I've had, and no one using one responded. Biostar's website lists incorrect drivers. Biostar's own DriverAgent tells me that Biostarr's drivers are incompatible.. Tech support won't comment on driver compatibility and support dismisses DriverAgent as seperate Biostar division. It's bad. BIOS has VRMs throttle at 55*. Would be a perfect board for those who don't OC. I currently have my 780 for sale so I can get a different board and a 280X. Sorry for the rant. Been very aggravating with this board. If anyone will pay the shipping, I'll let it go for $70.

If you could get the OS trough some inreputable ways you could build a pretty basic office rig, but with the OS included you shouldn't even bother.

Same reason I don't like asus they gave me the wrong bios file in the update and bricked the mobo

You shouldn't do that, try to sell something, get a job, find a way to increase your budget. I usually don't set back from a challenge like this, but man.. You can't get reasonable hardware for that price.
