Is my CPU Overclocked ?

when all cores set to 3500 mhz , and core #9 to 4000 mhz , the max voltage is 1.084v " this was the default setting * " by specific core "
which one is the best for 24/7 usage ? if i want the cpu to last +8 years .
That's your chip and motherboard. I would pretty much do what he does and set the AVX offset number to 3 instead of auto.
For 24/7 use meant to last nearly a decade I would stay around 1.275 max on the core voltage. Once you set the voltage that you want, just start pushing up the clock until you find the highest that it is stable at with your temperatures remaining at or below about 70-72 c (on each core individually).
That should get you a nice, modest, 4.3 to 4.5 Ghz stable clock without any noticeable decrease in life span.
Yeah, you can do better and go further but that will be a nice, modest, OC that at least gets a decent bit of extra performance out of your chip.
EDIT: Only a quarter of the chips (roughly) can hit 4.4+ on water at 1.35 volts or less so if you are only hitting 4.2 to 4.3 GHz at 1.2X then don't be disappointed.
