Not really. If he streams at 1280x720 at 30-60FPS, he'll do be able to do it just fine. With bitrate limitations' anything past 720p60FPS isn't worth it on twitch.

so do you prefer I upgrade to an i5 6600k and get a radiator for future reference?

Difference from 6500-6600k wouldn't be worth it. Do some test streams and mess with OBS settings. Some games you might have to stream 30FPS, others will be fine at 60 such as Rocket League, CS:GO, LoL, ect ect. If you don't like your streaming FPS or rendering times, make an effort to go for a 6700/k

what about the radiator? I was looking at the H100i or stock should be good enough?

Watch temps while doing a test stream or whatnot, you shouldn't need an AIO but like a Cryorig H7 would work wonders

Yes, I am saying stick with the i5-6500. I could stream most games on my i3-6100 720p30FPS or 60FPS, the games I couldn't were just slightly stuttery and the i5 should get rid of that. I also mentioned, if you are rendering videos and don't like the times of the i5-6500, then don't worry about a 6600k, aim for a 6700/k
