Ping in league is capped at around 70 when most people in my area get 20-30 ping.

Though every once in a while (once a week randomly) my ping would drop to around 20-30, so I know I am capable of this, as I should be. But 95% of the time, it's constantly at 70-80ms. I even pinged riot servers via cmd, and I get consistent 20-30. It's only in game where I dont. Ideas?

if you game wirelessly then this is where the extra latency is coming from.

try playing in nz when your ping is 300 and others are 60. it depends on your location & isp

if you at least give us a speedtest... 

 

Also, if everybody is using the same wifi channel, then its normal that you have that much ping. Probably that "once a week randomly" depends if your neighbours are using the internet or just your internet is slow and if someone from your house is watching (ex: youtube) your ping will go high too.

Are you using Wired or Wireless ?

Also look at the services and other programs running 

Try using selective start up and see if that effects it

Just my 2 cents here
are you able to isolate everything on your network?
get everything else disconnected on your network and hardwire your system
also stop torrents, downloads and uploads etc then check again
And I'm not sure what type of internet connection you're using, but I know ADSL and VDSL can wigg the fugg out due to it's copper nature, causing massive ping spikes etc

Wireless is usually adding less than 1 ms.
