Not really. There are only a handful of locations where you'll get hit hard. The boardwalk and the shopping plaza are the only ones that I can think of.

I have an i5 4670 and I am constantly running between 92 and 100% usage on the cpu.

Not sure why you mean? Like background windows applications?

In terms of programs I only have steam and MSI afterburner open.

Not for me.  I have a 6700k And the load is around ~70%, even on high settings.  I think it's more dependent on GPU because I have a 980 Ti and I get okay frames as it doesn't utilize my CPU that much.

But what is the usage on your CPU and what are you running for settings?

MSAA x2, mostly very high / high settings.  According to Core Temp, my loads are around 50-60%.  I also use v-sync because without it, it stutters.  Battlefield 1 and other games I don't need it and I get good frames with around 90-100% load

Nup, gta 5 is just that cpu intensive.

That's normal for 4C 4T CPU's if you turn everything up to max in GTA V, it's the reason I'm going to upgrade to a 7700k cause GTA V (plus a couple of other games) is important enough to me to justify the spend.

That's because the 6700k has just enough CPU horsepower to un-bottleneck GTA V with everything turned up.
