Try crimson drivers (aka 16.11.4) as I doubt you've actually tried that driver and just downloaded ReLive drivers again :D (but I am presuming that you've not tried it so...plis no hate if you have).

I installed that driver. Doesn't fix anything.

Looking at these pictures, you definitely need 8 pin power. Find an 8 pin power connector on your psu and plug it into your gpu, or buy a new psu. 

I already have an 8pin, I just thought it was a 6pin.

If all of this does not fix it, you may have just got a bad card, Sounds unlikely since you could run Doom, but maybe thats the case.

So you've tried 2 different set of drivers and memory clocks still stuck at 300MHz? Hmmmm, if it's not a driver issue then it could be possible that you got a card with bad vRAM chips but I highly doubt that,

Mentioning it again your clocks are low as hell. I get 700 FPS with a RX 480 at the settings your talking about not OCed so its a single issue to you. Deffenitly a driver issue. Are you sure you downloaded the right drivers? And just a quick note SEUS is crap on the RX 480 because it hasnt been program for it AT ALL. I got 30FPS on medium shaders with it and 300 without

The clock appears to be not as bad right now, although I'm still maxing out at 85 fps, which is still worse than my previous card. When I monitor the clocks it seems they periodically drop also.
