PC wont boot with XMP off?

If I just boot with stock BIOS settings my PC wont boot. It gets to the Windows loading and either just shuts down and bootloops, freezes or I get a blue screen. It wont boot with XMP off. Only with XMP on. Does anyone know why this is happening and how to fix it? Maybe the RAM isn't getting enough voltage? 

 

Specs:

Windows 10

5820K

Gigabyte GA-X99-SLI

Corsair Dominator Platinum 2x8 GB. XMP off: 2133 MHz CL15 around 1.2-1.225V. XMP on: 3000 MHz CL16 1.35V.

Have you cleared your CMOS?  If not, give it a go and boot from stock setting there.  Sometimes all of the memory setting don't fully revert when you switch back and forth between XMP and no XMP.

Maybe not enough voltage is being supplied to the ram to keep it working? in theory it would just down clock but maybe it isnt for some reason?

I successfully cleared the CMOS and I am still having the same problem.

Tried to run the RAM at 1.250V. Still the same issue.

Are all your memory settings set to Auto instead of XMP?
