All card manufacturers inflate their required PSU requirements to take into account subpar PSUs.

You don't. It uses 410 watts full system under load. You'd be fine as long as you have a decent 500w PSU.

You can get by with a good quality 500 or 550W.

That PSU is bottom barrel quality. 

 

Meaning that a card pulling 410 watts (assuming the previous info is correct) that the efficiency rating at that high of draw is going to be piss poor and likely unstable when you include the other functions of your PC.

80+ white certified is really trash for anything pulling near the limit IMO. You'd be better off with the 1060 on the merit of power consumption alone, if you are not going to upgrade PSU's.

PSU's will output their rating while drawing more from the wall. Efficiency measures the power from the wall not the PC. The 410W is the power consumption of the computer's entire input.

I'd get the Fury over the 1060 but both are good. Although everybody mentioned your PSU and it's probably best to replace it, especially if you get the Fury.

The fury can be undervolted a fair bit at stock frequencies (1000mhz), i personally run mine at -48 on afterburner, and the card uses significantly less power and produces less heat (under 55c with a custom fan profile 40%), also you maybe able to unlock the locked CU's and make your fury a fury X.
