why is arris vip 1113 such a ripoff?

I don't understand the question. You're comparing a set-top-box to an iPhone.

Set-top-box units have very specific hardware video decoding chipsets, whereas an iPhone's processor can handle general computing.

 

The Motorola/Arris DCX3200m is essentially a Pentium III PC with 512MB of ram, but houses a hardware video decoder for channel decoding.

Why are you comparing an old PC to a set-top box?

and i coud buy a raspberry pi 3 with better specs and for 39 euros. then somehow add the smarttv os and i can use it as a htpc at the same time.
