The ROG is technically better due to its higher factory OC, but a solid 5 minutes with MSI Afterburner or EVGA Precision X, and you can bump the Zotac up to the ROG's level. However, the clock speed difference is negligible, it might yield a difference of 3 frames at their base clocks, but 1 when they boost their clocks on their own.

Get whichever you think is prettier, or which ever is cheaper.

Performance wise they are the same so it all comes down to aesthetics. Asus has better lighting, backplate and 2 fan headers. If you dont care about looks then get zotac.

I would take the strix because it has a backplate. I don't understand how a manufacturer can sell a $400 card in 2016 with no backplate

1070 since your budget is $450. you probably could get away with 8gb 480/6gb 1060

This seems a little vague... in what games? xD 

And for that matter, at what graphics settings?  A GTX 660 will play and record GTA V at 1080p 60 fps just fine if you're not hoping to max it out.

id normally say 480 , but if you wanna record shadowplay is v nice and this id totes reccomend a 1060 or 1070
