I've got a personal preference for blower style coolers because of the point that it simply exhausts the hot air out the back... >.>; But that's because I'm weird like that. x3

From perfomance, soundlvls and cooling potential would go with the Zotac, unless your GPU would be closeup on the PSU. Blowerstyle cards have only specific scenarios where it's design has value over the con's that these coolers have.

A 1070 is perfect yeah, should suit you well on that reso for coming future. The Strix cards are good coolers. As said could also consider MSI gaming cards or EVGA with the ACX 3.0 cooler.

I personally like EVGA coolers best this generation, despite the thermal pads hickup :) Good performance while still relative silent and imo good looks and gladly no red, unlike the MSI gaming cards...

Is there a card with the same or close to the same performance for less $$$?

Nah not really. Closest on Nvidia side would be a 980Ti that performs 10-15% less average. For AMD only thing that can come really close with single card is a Fury X.  But that performs also significant less on average since thats also more towards 980/980Ti performance on average (they have a pro on DX12 what bumps them up in fps count, but then again DX11 works overall much better then 12 currently, so thats a bit nuanced answer for AMD).

So most savings can be done on what brand/type cooler you take from the 1070. Overall any aftermarket (not blowerstyle) cooler is better then the founders edition blowerstyle. The cooler makes difference for temps and on average how well the GPU boost can work. But GPU boost is good on any 1070 and goes over factory clocks anyway. So unless a extreme OCer where every mhz and voltage setting counts with the ammount of phases available, overall go with what is cheapest of the variants you like for looks and possibly soundlvls.

Other brands then the mentioned ones also work very well, but those I mentioned earlier are the best coolers currently imo.
