You look up the manufacturer's product listing on their website and see what they say. If it's non-conductive they likely want to advertise that so list it on their website.

Get a multimeter plug the probes into it and see if you can read a resistance across it, most likely it will say infinite, or basically non conductive.

 

Most thermal pastes will be non conductive, someof the liquid thermal pastes can be conductive, but the actual pastes usually aren't.

I know for a fact that Arctic Silver 5 is non conductive, at least it is at the low voltages a computer uses.

 

To test osha ou just use a miltimeter to test the thermal paste spread across a non conductve surface. If your meter gives you any reading then it is conductive. Any reading over 500k ohms will not impeed a circuit.
