Forza Horizon 3 has poor CPU optimization right now that's likely bottlenecking your GPU.  Check this forum out:

So I've got a 980ti coupled with a xeon e3 1220 v2, 8gb of ram and I get nowhere near the performance I should expect.. 

 

What's wrong? I'm playing forza horizon 3 and my fps is sitting at 45 on high settings.

1080p has known stuttering and frame-rate dips when running unlocked. You can try running V-Sync or capping the games frame-rate in the settings.

I've got v-sync on and capped at 60

forza horizon 3 is a bit of a mess in the PC side, especially over 30fps.

For some, I myself haven't had any issues even running unlocked. Its like the No Mans Sky scenario all over again in terms of performance.

for me, i have a lot of stuttering. it's even worse in surfer's paradise or in a race, so i'm forced to run at 30fps

I'm running it at 3440*1440 with a 980ti, 16gb and a 6700. Capped at 60 and it never dips below. MSAA is off and shadows to medium everything else is maxed. Afterburner shows about 9gb of RAM used, just under 6gb of VRAM and CPU at 100% after a session.

Well there's yer problem.

 

While fun, Forza Horizon 3 is a bit of a mess on PC at the moment so I wouldn't use that as a benchmark for measuring your PC's performance.

hmmm maybe my RAM is the problem, ordered another 8gb so we'll see. My card has 4gb or VRAM but i am only at 1080p so who knows.

Definitely something amiss, I score low 6000s on Valley iirc. Looking at benchmarks your score sits between a 760 and 960. Something nerfing your system somewhere.

hmm there's defenately a bottle neck somewhere.

 

open task manager then performance tab and then open resurce monitor,

run the game for a while say 10 mins and screen capture the graph's on the right (expand the window to show the graph's better if needed)

and post the graph's
