It's basically rubber that you paint on, but once it dries, it's very easy to just peel off afterwards, so it won't harm the component. The downside is that it's pretty thick - much thicker than even multiple coats of paint will be, so you can't use it on everything.

Fun fact: I own 4 graphics cards, out of which one has black PCB, one blue, one red and one brown (the brown one with EVGA colored cooler looks pretty nice if I do say so myself)

To be honest, I don't know what they used to paint Linus' Car. @nicklmg, do you remember if that was regular paint, automotive paint, or plasti-dip? I had assumed it was regular cheapo paint.

 

Also, no, you never want to paint capacitors with any kind of paint, lol, that just sounds like a disaster waiting to happen.

Just my 2 cents, if you're debating the possibility of building a gaming PC, just go for it!  You'll be able to throw in all the goodies like 4K and VR, and you'll have a much more fulfilling experience.  Console gaming, especially nowadays, is only about exclusives.
